22 Cameras, Yes or No?

In general, students should not be required to keep their cameras on during class. Cameras introduce numerous privacy issues, facilitate student disruptions and can make it difficult for students with slower internet connections to follow the lecture. Alternatively, consider how you might accommodate students who desire their privacy.
