Conclusion 4. Faculty were unnecessarily negatively impacted
In terms of faculty impact, the implementation of the HOQAS review process made its effects generally negative, as evidenced by both the pausing of the program in response to feedback from faculty members, deans, and department chairs and by the analysis of the data collected through the interview process. This is linked to the implementation of the process being designed to maximize the production of reports (outputs) over providing value to faculty members. A more collaborative approach to reviewing would have avoided or mitigated many of the negative aspects of the HOQAS review program and potentially improved faculty engagement with the standards and with the process. As such, the road to either continuing this process—unlikely, given the current sentiments towards it—or beginning the process of locally developing new standards, will be an uphill climb.
