Conclusion 5. A compelling incentive model needs to be developed
The incentive model for participating in a course review process needs to be compelling. As discussed in the findings on the incentive model, the HOQAS review program lacked a compelling incentive model to promote faculty member engagement in the HOQAS review process: without external motivation or coercion, the process relied on faculty being intrinsically motivated to participate—in terms of incentivizing this process, there were essentially no carrots and no sticks. To expect wide ranging participation in a course review program, both stakeholder motivation and accountability need to be considered.
