Conclusion 1. Standards should be developed with local engagement

One of the major conclusions of this research was that standards, even ones based off of external or independent frameworks, need to be developed with the engagement of local stakeholders, especially faculty members. Even if not uniformly true of the faculty perspective on the HOQAS standards and review process, faculty members recognized the need for, and value of, some form of standards and course review, and indeed some desired the feedback that a standards-based review of their course—especially for their technology-enabled courses—would provide.

In terms of building stakeholder engagement and participation in a course review process, including faculty members in the development of such a process ensures that the standards used for review, the review process itself, as well as support systems for the review process are all responsive to the needs of the arguably most important stakeholder group that would ultimately be taking part in the process. It might also lead to improved stakeholder understanding of the meaning and application of any such standards, lowering the burden of the effort required to make revisions.
