3 Governance

Elves

The Angelves  were the first group of Elves to come into existence, quickly establishing the government system that would dominate the rest of Elven society… I was one of those. Though, as they spread out, other branches of Elven society developed their own systems of government and their own laws as their society developed the world around them. This government presence overseen by the Angelves is near omnipresent in their lives with a highly important system of laws, to which this law is never second guessed. Unless you want to end up like this sorry sack of shit. Manners Tiefling.

Several groups such as the Angelves, Flame Elves, and Nomad Elves are rather snobbish and hence do not believe in social services, while most of the elven societies have at least some small form of social and physical aid. The Elves now do not care too much about the government in this more modern age. They tend to govern themselves in their day to day lives, but the Angelves have a sense of manifest destiny.

The Angelves, particularly their high priest, have a distaste for everyone, except for other Elves, and believe that they should rule over everything. This, against widespread belief, has been a longstanding opinion of our all high and mighty lords and saviors. This is what led to the Angelves enacting their plan that then led to the Tiefling invasion of the middle realm. The Golden City of the Elves, though looking idyllic, is rather dystopian as the priesthood will watch everything and jail those who don’t respect their rule of law. Although there are those sacred areas his eyes have a hard time reaching. As time has gone on, the other species of Elves have lost respect for the rule of the Angelves and there are roots of a revolution within their society. Angelves, with all their eyes, couldn’t even see what’s coming.

Humans

Humans are a peaceful race. You mean a boring race. Hey, every race has their own quirks. Their government is a democratic cabinet, elected through the single transferable vote system, where people rank the available candidates based on whom they want in governance. So a popularity contest… great… The people are proportionately represented by the candidates in the cabinet though. Both their rule of law and social services are middle of the road, providing just enough for the people without feeling intrusive. God the humans are so boring. There’s nothing wrong with being peaceful. Except that it’s boooring. I swear, they’re like a vanilla version of all the other races. Plain ears, plain skin, no other interesting features. Their strength and intelligence is middling, booooring! Enough! Yes, they do not stand out among the races, but they still contribute to this world. Yeah sure, how? I’m getting to that, patience.

Girallon

In their jungle of ancient trees, the Girallon amassed their knowledge into a grand library. They opened the library to all the beings of the realms, with the desire to spread knowledge freely. It was a popular spot to visit during the festival season. Unfortunately, all was lost when the Tieflings rampaged. Burned to the ground in particles of pretty dust and black smoke. Their civilization burnt to the ground and their minds became corrupt with the excess dark magic; this event was known as the Great Mania. Humans and Kender stopped having any relations with the Girallon and lived in fear of them during this time. Generations later, the dark magic became dispersed and they regained their senses. The monkeys became wholllle again *sniff sniff* *clutching chest at touching moment*. Their only pursuit currently is to rebuild what they once had. Progress has been slow but the Girallon are determined to reconstruct the grand library and mend their relationship with the other races.

Currently, the Girallon have a very small government presence. They are ruled by elders who survived or experienced the Great Mania. The lifespan of Girallon is 150-200 egos. The elders enforce the rule of law and disputes are brought to them to resolve. There are a few principles that they all abide by and the elders use these to make decisions, including equality and first-come-first-serve. For instance, if two Girallon were disputing about who gets to research a certain topic, the elders would determine which one of them had discovered it first but perhaps the second Girallon had contributed significant ideas so maybe they should work together and have equal ownership. Yeah they probably have the healthiest system of them all, and strangely enough it’s hard to find a Girallon who’s corrupt. 

Despite the lack of strong governance, their social services are very prominent. Any Girallon not immersed in research provides for those who can hardly step away from their study for a bite to eat. These Girallon spend their days gathering and preparing food for their peers. Since Girallon are omnivorous, caretaker Girallons hunt and forage for food in their jungle. Their society is fairly small so the bounties of the jungle are enough to sustain their massive appetites. Occasionally, the caretakers also put together care packages of items that the Girallon have traded for, especially during the festival season. Some of the caretakers offer yoga or other guided stretching exercises to make sure the researchers get some movement into their days. The best part of my days are watching the Kender who try to join in. The little mooches can’t reach the trees like the Girallons can, and end up falling on their faces half the time.  

Kender

Kender are not organized into a government with the purpose of having a government. The Kender have a king who rules over nothing other than the cave where he dwells. Despite this, all Kender know his name. He is the only king that they know, and thus, he is what they understand a king to be. The king’s only job is to hold the gold and jewels that the Kender bring to him. The king doesn’t give a preferred method of having these jewels collected, he only demands that the collection grows. This is where Kender hone their skills. They go out and come back with jewels of many shapes and sizes; their previous homes being pockets, labs, mines, and shops.  As far as anyone knows, there is no use for this stash of wealth, it has just been steadily growing.

The few Kender who stay close to the king live their lives maintaining his comfort and stacking up gold and jewels. It is only these Kender who know how rich their race really is. Kender are, in fact, the richest race in Lárdanann.

The rest of the Kender live their lives as travelers. They have no one in charge of them, other than the vague directions from the king. They travel from place to place with no direction. Some say this feels like freedom, others say that this solitary lifestyle is the breeding place of the sickness, that is the lack of empathy that sweeps through the Kender’s race, that allows them to operate as immorally as they have up until this point.

Kender  have no concept of social services as they have virtually no sense of community though this doesn’t seem to bother them for the most part.

Tieflings

In Tiefling culture, there is no defined rule of law, but rather a code of… morally questionable…  ethics that are overseen and enforced by elders within families and the larger community itself. Historically, the Tieflings were once a more nomadic society, free of governance within their realm and the ability to travel freely… and occasionally cause a little chaos… within the other realms. Oh those were the days. Weren’t they just? However, presently, the days of mischief and mayhem are… somewhat… over. 

After The Big Event, the Tieflings were essentially banished by the other realms and placed under constant scrutiny. While they didn’t always have the best reputation, as they live in a realm born from and filled with dark magic, after The Big Event they were now feared, hated, and not trusted by the other races among the realms more than ever before; largely left to fend for themselves… Abandoned… Can you honestly blame them? That’s a discussion for another day. This is when the Tieflings gradually formed a sort of governance structure that would help the realm embrace the dark magic and establish their military competence through the knowledge and judgement of the elders. The role of government, or elders, in Bordanann is to unify the community and prepare for any other plots that the Elves, who started the rumors to initiate The Big Event, may conceive.

The elders are highly respected and hold great authority by Tieflings which is why they are the ones to dictate the limited rules and regulations within society. Elders are held in high esteem due to their breadth of magical and agricultural knowledge. The elders also hold the most knowledge about the Big Event and the most experience with the other realms and races. Tieflings mostly work by self policing, but elders will serve as judge, jury, and executioner when they feel the need to get involved in disputes. Punishments are often magical in nature and can vary wildly in severity, but most often result in public embarrassment.

Education for Tieflings is done mostly through knowledge that is passed down from the elders within the home or community gatherings. In the past, the focus of the knowledge that was passed down was about harnessing magical abilities and the unique agriculture of the realm. Education and social services in Bordanann are now mainly focused on preparing for invasion, whether it be an invasion initiated by themselves… or the Elves. Take note of the fact, though, that the Shadow Elves helped the Tieflings and always will. Of course I remember that, you old fool.
