The Council stands as the ultimate governing authority within the world of Illyreon, wielding absolute power within its domain to legislate, impose laws, vote on proposals, and oversee the institutions vital to The Hub’s society. Decisions are made collectively, with any proposal or motion requiring a majority vote from the councillors present to be enacted. The Council does not just govern the city but controls its very future. These powerful figures oversee The Hub’s economy, technology, progress, and law enforcement.
While the Council wields significant power, its governance is not overbearing for the citizens of the Hub, provided they adhere to its overarching rules and customs. The Council oversees a wide range of responsibilities, including judicial matters, bylaws, and regional initiatives, ensuring order within the city and its surrounding areas. Despite its authority, the Council maintains a relatively hands-off approach, allowing citizens considerable freedom under watchful supervision.
There are basic laws for the functioning of society such as laws against illegal trade and harming others, and laws which uphold the basic functions of a civil society. The Council oversees these civil and criminal matters as judge, jury, and executioner. Any laws broken outside of The Hub are dealt with by local Heads and administrators according to local ordinances. While these laws only are in effect within the Council’s sphere of influence, that being The Hub, there are universal laws on the use of magic that all of Illyreon is expected to follow. The practice or facilitation of Natural Magic, or harbouring of those using this restricted magic, is punishable by exile to the distant islands. While other crimes may be administered by Village Heads or lesser administrators, these high crimes of magic are dealt with solely by the right of the Council.
The enforcement of laws is often influenced by one’s social standing, wealth, and connections. The upper classes frequently face minimal consequences for infractions, receiving leniency that reflects their privileged position. In contrast, the lower classes endure stricter enforcement and harsher punishments for similar offences, highlighting the deep inequalities that persist within The Hub’s society.
Within the government, there are two distinct types of positions. The first are appointed officials, who are selected by the Council to head various bureaucratic offices and institutions. These individuals oversee the essential administrative functions of The Hub, and their appointments are typically based on their experience and the specific needs of the Council. A few examples include: the High Justicar (magical law), Judicial Commodore (head of police), Head Magistrate (civil law), The General of Military and Monster Affairs (security/monster hunting), and Master of Coin and Guilds (trade and commerce).
The second type is the original seven household seats on the Council. These positions, similar to a cabinet, reflect the enduring influence and legacy of these prominent households. Each seat carries responsibilities that are connected to the historical role and expertise of the family it represents. These traditional council seats serve as department heads to ensure the effective administration of government departments. This creates friction between The Hub’s governing structures, making appointed officials responsible to both the Council as a whole and the individual councillors overseeing their departments.
