Conclusion 4. Outcomes and evidence need to be part of initiative planning

Evaluating an initiative that has been running for over four years is challenging if the desired outcomes and potential evidence of those outcomes aren’t integrated into the planning and development of a project. Evaluation needs to be on equal footing with the implementation and maintenance of an initiative so that issues can be discovered and addressed on an ongoing basis. Piloting needs to be done purposefully to be able to give the best indication of the strengths and challenges of a project, and relevant stakeholders should be engaged on a regular basis to be able to provide feedback and direction.
