The core of governance in Chira resides within its powerful ninja villages, which act as autonomous centers controlling both social structures and martial affairs within their respective regions. Each village’s leadership falls to an Elder Joku, a title signifying the highest attainable level of ninja mastery. These influential figures are elected by the village populace they represent and are guided by a council of experienced High Elders. A rigid hierarchy underpins the ninja society, clearly demarcating rank and authority through distinct stages of progression: Seiji (Novice), Tōryoku (Fighting Strength), Mikata (Ally), Kenshō (Mastery), and Tennō (Supreme Master), culminating in the Elder Joku position. Central to the main narrative is the Ember Village, situated in the Fire Region, which is recognized as the most powerful village and serves as the story’s focal point.
